My understanding is that they will still have collective bargaining rights on benefits but they have to be approved by the voters. That is the way it should be. Elected politicians are corrupted by union money and should not be allowed to negotiate union contracts

It’s my understanding that base pay wage increases would be limited to the CPI (consumer price index) unless voters agreed to something higher. No other collective bargaining would be permitted, except for the exempted unions. Civil service rules regarding retention and grievances etc would remain in effect.
