If anyone can further explain the import of this House vote I for one will appreciate it! So does this mean that for the next fiscal year (which would be this July or next July?) no funds for PP? But has to be passed by both houses and signed?

What happens if House refuses to to go along with funding for PP, 0h0m0care, etc but Senate votes to fund them? I need some commentary on this! Esp. since the House just voted to defund 0h0m0care, plus a bunch of Evil Czars.
