The Rule 89 I was looking at deals with the Sergeant At Arms going after absentees who are AWOL. Seems to me that could apply here :) I think that's why they are reportedly in Illinois. They cannot be compelled to return, and anybody attempting to force them to return will be arrested for attempted kidnapping by the Ill state police.

I'd like a Freeper attorney to comment on the possibility of arresting family and associates who help these Senators for conspiracy or some similar charge. That would certainly pressure some of them to return and do their duty.
