[It’s actually a numbers game. They need 20 senators present, there are only 19 Republicans]

So they don’t have the votes for it to pass?

No, they don’t have enough member present to even vote. They *have* the votes...if it’s held.

IIRC, the Wisconsin senate has 33 members; 19 Republicans and 14 Democrats.
The number of senators needed for a quorum (to be able to vote) = 20
All Republicans are there and want to vote (most likely to all vote Yes)
Votes needed to pass, either 1/2 of all members (17) or 1/2 of those present and voting.
Either way, Republicans do have enough votes to pass, they just need an additional ‘body’ to enable them to vote.

I don’t know what the voting requirements are if the Governor calls a “special session”.
