Employers that put employees in dangerous situations without regard to their particular vulnerability and without adequete security should be finacialy liable for incidents of this type. While I agree with you, we live in a PC culture now where to "protect women" is to discriminate against them.
We are putting women in similar situations in the military. It is a bad idea. How many women will be raped in these unstable areas before we wise up?

How many newscritters, for instance, scramble insanely into the path of hurricanes just to get their one shot at fame and fortune? IIRC more than one news career has been made (including Dan "Fake but Accurate" Rather) by just that sort of thing.
