The president has proposed a five-year freeze of discretionary spending, excluding national security spending. This type spending accounts for about one-fifth of all spending.
Mandatory spending, which includes entitlement programs like Medicare and Social Security, is expected to continue to rise.
The proposal includes cuts to low income home energy assistance and community service block grants

An easy $73 billion can be ‘saved’ [sic] simply by holding current spending levels at the Departments of State, Agriculture, Energy, HUD, HHS, Treasury, and Justice.
If you want to reduce the number of government employees all you need to do is require drug tests for every position.
Have you thought of the COST of this?
Yes, the drug tests would be expensive but a lot less than the salary of a fed. And just the threat would have them retiring and quitting in droves.
But it would never be done, so my comment was mostly silly.
Anybody flying has to pay a TSA fee for the privilege of naked body scanning and groping.

Washington Times reports: Even more staggering than the mountains of snow in the capital are the deficits the Obama administration plans for the next decade. Huge spending increases will add about $12 trillion to the national debt for budget years 2009 to 2020.
The scariest part is that these deficits are based on unrealistic budgeting assumptions; the real fiscal outlook is much bleaker. In the proposed 2011 budget, the White House defensively attacks the irresponsibility of past deficits.
For example, the 2009 budget deficit of $1.4 trillion is blamed on the George W. Bush administration as if President Obamas $862 billion stimulus package and more than $400 billion supplemental spending bill had nothing to do with it. Mr. Obamas planned 2010 budget deficit rises to an even higher record level of $1.6 trillion.
By comparison, all of Mr. Bushs deficits from 2002 to 2008 the seven years during which his team had the most control over the budget produced a combined deficit of $2.1 trillion.
Obama has spent more in 2 years than Bush did in 7 years. Obamas BIOB (Blame it on Bush) defense just wont work anymore.
The US Treasury and HHS entries must be seen in this context. COS Rahm Emanuel took control of the US Treasury when he crept into our WH. And also put his brother Dr Zeke in charge of Medicare/Aid billions and O/Care billions.
There's no mention of the projected deficit for the 2012 budget.
That's quite an oversight.... (/s)
