I don't believe this at all.

Not even the US could hit a moving Carrier at sea with a ballistic missile.

If it were a cruise missile with it's own radar/guidance...I would believe it.

Look up the Pershing II missile. Similar range, and active radar terminal guidance. This is the kind of technology the DF-21 is using. And it is not the first time it was considered. The Soviets were testing a shorter range version of either the SS-N-6 or SS-N-8 SLBM with a single maneuverable re-entry vehicle equip with active radar homing. Not wuite as accurate (late 60’s early 70’s), but that was to be nuclear armed.

There is an invention called GPS and Over the horizon radar.GPS is on all of our ballistic missiles. Did you know the Trident MIRV has a CEP of 400 ft.
