It would be interesting to see if this is a scandal. Basically, the idea that the government is giving away over a Billion dollars for no clear reason, that’s not a scandal?
But if some of the people who are getting the money are not supposed to be getting the money, that’s a scandal?
I’m not sure how different this is from “the way things are”.
