Rahm was elected when he was restored to the ballot after he was disqualified. At that point, the election was over and now it's just a matter of publishing the numbers city hall wants the public to know. The actual vote count is irrelevant because the Daley machine will manufacture enough votes to make Rahmbo the winner by a comfortable margin.

Carl Mostly Fraud would have been a better choice as mayor. She's totally incompetent (and corrupt). Between her and Governor Quinn, it would have been a race for the basement. With Rahmbi, it will still be certain, but slower(?).
