No, the person who had that number did not apply for it til then but was born in 1890. There was no ss program for the first part of that persons life.

I was born in 1939 and that number doesn’t even come close to what mine is...You didn’t need to get a SS card until you were old enough to get a job. That meant at 16, but you could get one earlier if you wanted..(I started to work at 15 by lying about my age and had a SS card)
