All of it was set aside in a trust or gradually and incrementally given away tax free to his heirs using the maximum gift allowance

You can move the money between generations, but as you point out the trusts can't pay it out in excess of the maximums without tax being due on the difference - it's not (as many believe) "tax-free" by virtue of its bring paid by a trust.

The only folks seeming to benefit from taxing the productive are 1) parasites and 2) politicians and union stooges. Now that we know where the money is going, it's time for the productive to go after those leeches that are destroying the host.
