Frankly, if we did that in America we'd be seeing more handless people than one could imagine. Between white collar theft and punk style theft, we'd have to create a one-handed NFL, a one-handed L.A. Police Force, a one-handed Congress, and a one-handed Lawyer's Association.

What I'd maybe agree on is a law that creates one-handed doctors who have performed abortions.
