It would seem from the timing that this has been
in the works for some time, how else can these
people expect to attend in time or is this a cyber
meeting? Do they expect other embassies to come
under siege?

I really think they are very worried and not sure what the lay of the land is, maybe this wikileaks thing did way more damage than we thought and the intelligence is not forthcoming like before hence being caught way off guard.
If they wanted a photo op, you can bet Bambi would have had every world leader under the sun here for a world crisis conference.
