A certificate that can be used to prove citizenship. Of course it is still requires that both parents be U.S. citizens. I believe that a mid-wife statement is allowed in all states. Unless obama was born to parents that were U.S. citizens , he is not ,nor ever can be the President of the United States. This is precisely the reason he will fight to make sure no one ever gets a copy of his birth records( if he was even born in Hawaii)

No Supreme Court decision, no law ever passed by Congress and no clause of the Constitution states that two citizen parents are required in order to be a natural born citizen.
If that were true, the current Supreme Court certainly would have agreed to hear at least one of the 12 appeals that have reached them challenging Obama’s eligibility.
The Supreme Court has denied them all without comment.
