One could counter that they probably COULD design, develop, and build their own stealth fighter before the F-35 enters service....and probably a better and cheaper plane.

You may be into something. Probably the new Congress will force Lockheed Martin to open a factory in each of their districts or else.... And the 2012 Congress will do the same and so on.

One factory per district, plus outsourcing more engine sources to Kia, Hyundai, in order to entice more risk-sharing (read bribes).
