Loughner was arraigned Monday in Phoenix. Prosecutors then requested the move so victims and witnesses would not have to drive there.
The deal doesn't prevent future requests for moves.

The defense doesn’t have a snowball’s chance in Gila Bend of getting Loughner off on the facts of the case. She has to go for a biased jury or a verdict of Guilty but Insane.
Both of those stand a better chance of happening in Tucson than in Phoenix.
