I hope the GOP does all that you say but first protects the country from enemies within and without like they were elected to do. If they are sincere in their oath the first thing they will say is “produce the birth certificate.”
This story, originally, held no interest for me. I thought that it wasn’t true, or even if true, that he would eventually produce a bc (even if phony) just to shut everyone up. So far, for some inexplicable reason, he has not produced said document and I must wonder why now.
If he is not eligible to be president, then someone needs to establish the fact before he tries to run for re-election.
Even politicrap admits that there is no long form (although you have to read between the lines). The former Hawaii governor, Linda something, supposedly placed this nonexistent LFBC under seal in 2008. But she obviously didn't do that personally, she just called up someone and said "place the LFBC under seal", and that person said "yes ma'am, will do".

The rule of law meant nothing when Bill Clinton lied to the court during the Monica Lewinsky because the public didn't care. Clinton actually became more popular during that time. The public doesn't care about this issue either, but the Democrats would be happy if the Republicans impaled themselves over it.
Politics is no longer a game of right & wrong but its a game about what's important to the public. Right now the public cares more about the economy and spending/debt than it cares about a technicality in the Constitution. If the economy recovers 0bama will be re-elected by the public...if it falters or if inflation erodes their purchasing power then they will vote him out of office. If the GOP tries to make a big deal over the birth certificate instead of spending and economy they will be sent packing by those same voters.

John McCain doesn’t have a US based institution birth certificate to show.
He’s a statutory citizen, i.e. his parents showed his Panamanian BC and proof of US Citizenship by the parents to obtain a Certificate of Citizenship.
Immigrants don’t have a US based institution birth certificate, either. They show a Certificate of Naturalization to prove US citizenship.
