COLB does not establish birthplace. Anyone at that time could get a COLB for Hawaii. The son of the first president of China has a COLB for Hawaii even though he was born in Japan.

Interesting quote I came across from June 2010:

“If the truth is that Obama was born somewhere other than Hawaii (Kenya, Canada, Washington state are all in the running) then the grandmother likely ‘filed’ a record of birth to lock in US Citizenship (not worrying about nbC status for POTUS). This would especially be the case in a Kenyan or Canadian birth. Hawaii was barely a state and the logistics of tracking births on multiple islands made fraudulant claims of birth easy.”

I’m beginning to believe Obalamadingdong was born out of country with no record of birth whatsoever. Granny would not need to file a birth record for baby barry if he was actually born in the States.

Who might that be?

Or are you thinking of China's first president, Generalissimo Sun Yat-sen, who did manage to obtain a fraudulent Hawaiian birth certificate for the purpose of visiting the mainland (during the Chinese Exclusion Act) to raise funds for his cause?

While Sun Yat-sen's case is too far in the past to be relevant to the question of whether Hawaii lies on CoLBs, I note that he is by far the most illustrious statesman ever to have attended Honolulu's posh Punahou School, far surpassing in greatness the gray trash under discussion.
