It may not be necessary. Under Hawaiian law, you can object to a finding of eligibility for placing a candidate on the presidential ballot. The chief elections officer is supposed to grant you a legal hearing on your objection. Under the disclosure statute, you would then have a legal right to Obama’s birth certificate. If the state refuses, then you would have Article III standing to sue them.
