Consider that a Presidential signature is NOT required for a bill to become law. He can, rather, allow it to go into effect without his approval but absent a veto.
I would think that, in the suggested scenario, any Presidential vetoes or appointments would be voided, but bills passed by both houses of Congress would still be law.
