If Florida does not require him to prove it in 12 can I sue to prevent his name on the ballot?

Every citizen has the right to make a challenge to a candidate wanting to be placed on the ballot. However, in order for it to have standing (show proof od direct injury) an opponent would be better served to file it. If you recall McCain was challenged by a citizen in NH in 2008 and was able to prevail due to lack of standing and no proof of direct injury, which has become the playbook of the Obama legal team with its various court challenges.
