The 18th takes in the central part of downtown Houston, with appendages spreading to the south and northeast, as well as a C-shaped swath out to the northwest and north. Downtown's older black neighborhoods and more-progressive residents make up the 18th, which includes some of the city's poorest areas.
The district is diverse: 40 percent of residents are black and 36 percent are Hispanic. Some of the district's most heavily black areas are just south of downtown, and rapidly growing Hispanic neighborhoods can be found just north of downtown, between Interstate 45 and the Eastex Freeway.
While the 18th is mainly inner-city urban, it also includes the Heights, a trendier area populated with some young professionals. The northern arm of the 18th picks up George Bush Intercontinental Airport.
The 18th also takes in the Theater District, with the Hobby Center for the Performing Arts, and is home to baseball's Astros, basketball's Rockets and Comets, and soccer's Dynamo.
The state's first minority-majority district, the 18th's large black and Hispanic populations make it one of the most strongly Democratic districts in Texas, and Texas Southern University and the University of Houston add to the area's liberal bent. Barack Obama won 77 percent of the 18th's 2008 presidential vote, his second-highest percentage statewide.
