PA does have the death penalty but I can not remember the last time it was used.
The last execution in Pennsylvania was in 1999. There are over 200 sitting on death row in PA now. Here's a pretty good article on why the back-up and delays. Hint: It's not the State Courts that are at fault. It's the Federal Courts that drag the appeals process out for decades. Juries will convict and all recent governors including Ed Rendell have signed death warrants. It's not a lack of will.
