Sure, it is childish and dumb, that's its appeal. At least, that's its appeal to people with a sense of humor. However desperately Ms. Tucker wants for it to be racist, it simply is not. It is too obviously unserious.
Rush would probably laugh at a recording of a Chinese comedian imitating American English in exactly the same manner. Of course, then he would respond, but there is no chance at all that he would be offended.
As for Cynthia's failure to understand JIP, I will help. Here is a Wikipedia definition:

Note that Cynthia not only revealed her ignorance of the term, she never bothered to find out what Rush meant. She simply assumed that he was babbling incoherently while displaying hatred of Gypsies.
