Unfortunately, bills have to be written to insert very specific language, often into existing laws. Without the previous law that is being modified in hand, it is very hard to follow what is being done. Also one needs to know all the definitions of special terms that are used in the writing of the law. Look at the piece of legislation that Ron Paul introduced last May.
See Comment 27 for link. At the beginning he gives a narrative explanation of what the bill is supposed to accomplish. Even there I have some difficulty understanding exactly what is to be accomplished. Then go down to the actual bill and you will see that it is even harder to follow what is being done.
