In some sort of ledger??? Record keeping like that went out with the cavemen.

Yes, it's bad. But it sounds like some of the 50 year old vital Hawaiian records might be in that form. That would explain why the state officials said that they had viewed the official records but did not specifically say the words "birth certificate".

Obama said he had a folded BC in his personal papers.

1. Obviously Hawaii issued birth certificates. The question is whether they kept physical copies of all the long forms from 50 years ago, or for some reason some of them were destroyed.

2. Obama said that he had come across a folded BC. This could just be the one issued at the time of his birth.

3. Why doesn't he just release that one? He may have lost it or the whole description in his book could have been "literary license" as some other things clearly were.

Obama’s original birth certificate on record in accordance with state policies and procedures.
“No state official, including Governor Linda Lingle, has ever instructed that this vital record be handled in a manner different from any other vital record in the possession of the State of Hawai’i.”

She didn’t say it was something written in a ledger. She is quite clear.
So where did it go. and how stupid does 0dumbo think people are?
