In Russia, the Orthodox Church is the widely accepted norm. Russia is not religiously/culturally/ethnically fragmented like America. This priest's words will sound like mere common sense to Russians, as well as to the few remaining Americans that haven't lost their minds.

That is, if it were the norm there, as you opine. There would’t NEED to be a law, would there? For example, not walking around naked, IS a norm. Therefore, no law is needed.
