He wants a dress code mandatory for all of russia.And you want a speech code. The big difference between you and him being that he's a citizen of the place and a member of its cultural/social structure -- and you're not.

Yeah, and unless he is an influential government official, what he wants is still just his opinion. That's why it is silly to get all bent out of shape about it.
