Earmarks should top the list. Here is one I heard this morning on our local news. 1.5 million, half of which is stimulus money will give up to 12 free CFL bulbs to every home owner in Seattle and several neighboring communities, a plan by Seattle to jump start the use of CFL bulbs. And they have hired canvassers to distribute them from house to house, knocking on doors handing out the bulbs.

Are the people of Seattle so broke they can't go out and buy their own bulbs?

The bulb makers and distribtors are happy. However, this points out the dilemna. Some one, eg. workers and manufacturers,is making money on such things and it is necessary to know how deep the hurt can go i.e.unintended consequences. This is not to argue that government costs are necessary for benefit or even actually beneficial for all people. People get angry at having to give to other people like scammers, system milkers, make work politicians, etc.
