What trust fund are you talking about the one that was voted in 1965 to go into the genral fund that has been spend since then on everything else and replaced with IOU’s?There is no trust fund it is long gone.
They only borrow the surplus. The payroll taxes go into the trust fund and pay current benefits before they borrow out the surplus, so there should be enough or nearly enough money to pay the current benefits from the trust fund.
