My crusty old obstetrician told me years ago (when we were discussing a miscarriage I had before my firstborn) that we were going to see babies saved at earlier and earlier gestational age.
He also pointed out that many of these very early premies would have ongoing medical and learning problems because of the disruption of normal development inside the womb.
He was right on both counts, God rest his soul. (He also said that we shouldn't be making decisions about who to spare and who not to; do our best to save them all and let the chips fall where they may. And he did, he was a heroic doctor who died in harness - of a heart attack in the airport on the way to a medical conference. He gave his all for his babies.)

There is a cost-benefit ratio for everything. I'll probably be considered a genocidal maniac, but if it's costing enormous sums of money to save someone else's baby the benefit isn't worth the cost to me. Sorry, it isn't.
If a person wants to spare none of their own expense to save their child I understand completely. Just don't expect (or legislate) that everyone else feels the same about it.
I know the argument, "but that baby may have grown up and discovered a cure for cancer!". Yes. And that baby may also have grown up to be a criminal who mugs and murders me some day. Considering my experience with the demographics of ulta-low birthweight babies the latter scenario is more likely than the former.

Anyone remember reading KAREN and WITH LOVE FROM KAREN about Karen Killilea who was born weighing very little back about 1940? Her mom, Marie, started the CP group which led to bigger things. I always think of her when I read about tiny babies surviving.

Here is a 31 week preemie 17 years later, my son. I'm thankful the Doc's did what they had to do to help him survive. I'm thankful no one decided he shouldn't live because he would have medical problems throughout his life that would be too costly.
