The University of Arizona was responsible for the T-shirts and the cheering crowd. I wouldn't be 100% sure of that. There is a good chance that some Obama administration or campaign committee influence was wielded and that money was funneled through the back door.
At the least it deserves to be investigated.
Why the suspicion?
For one, the "Together We Thrive" logo printed on the T-Shirts is an old slogan recycled from Obama's Organizing for America:
