Dewhurst to the U.S.Senate and Michael Williams to Lt. Governor, then Williams on to be Perry’s replacement in the next term.

I suggest Jerry Patterson for senator.
Not possible, as Dewhurst’s 2013 successor as lt. gov. must be a sitting state senator.
If Dewhurst wants out of lite gov, he'll be hard to stop with all that $$$ behind him.
If Williams moved to lite gov, he would/should stay there and do RiNO/spendthrift abatement in the Texas senate. He'd have a lot more practical impact as lite gov than as governor.
I still like Ted Poe for the U.S. Senate. Ted Cruz or John Culberson would also be acceptable.
John Sharp would probably be the strongest Democratic contender, Bill White having just been beaten pretty badly for governor by a weak incumbent.
