The assertion is aimed at Hispanics, not Jebster. The media is doing its usual thing, running push-poll for their demcorap demigods. By asserting this 'Jeb needs to reach out to Hispanics' meme, the illusion is that he is not, that the GOP does not, that the 'other' party does so the GOP candidates need to catch up.

You are right. “Reaching out”, nowadays, means promising benefits. The GOP just doesn’t do that. Nor should they. That is so baraq o’chavez.
