Key sentence:

"That evening, two police officers delivered the letter of suspension to the student at his and his parents residence and spoke with the student and his parents."

Law enforcement knew there was an issue with the perp's behavior.

Campus police officers serve two roles generally. One is to enforce school rules, with the threat of banning the individual from school premises, and the other is to enforce the law. From what I hear, no violation of law had been committed, just violations of school rules.

My question exactly. Two POLICE officers delivered the notice? I’ve never heard of a person booted out of college who had law enforcement come to their house to deliver the news, unless there was serious concern about the kid being violent. The “sheriff” MUST have known about this guy, or he’s incompetent or an idiot. But I repeat myself.
