This is only for the federal case. Only murders of federal empolyees would be covered (the judge, Giffords and her assistant). The state of Arizona will bring charges later. If the feds convict him, Arizona is spared the expense of a trial. If for some reason he gets off on the federal charges, Arizona has the opportunity to separately charge him for the other murders.
