"Does the Governor have the power to send this POS packing?" Since he's elected, he would have to be recalled. That would require a recall petition and a lot of other legal steps. It can happen though. Remember California's governor a few years ago?

Could he not be sued for failing to fulfill responsibilities of his office? Making overt statements that he will not perfome duties mandated by law?
