IIUC, the Baptists don't have a central authority which could eject Westboro and strip it of use of the name? I don't know what "IIUC" means but the answer to your question is no.

I don't know what "IIUC" means...Shorthand for "if I understand correctly". Like IIRC, (if I recall correctly) and a bunch of others.

The American Baptist and the Southern Baptists have a heirarchy of sorts, but Phelps is a “Primitive Baptist” and they are independent.
He is also a Calvinist, which is unusual for Baptists.
