My thoughts exactly. 2 possible answers IMO, 1) it may be as simple as what the "alledged" wise guys I grew up around in the Pelham Bay section of da Bronx would say: "sensa couliones". They're the lowest forms of ambulance chasers "cruisin' for a bruisin'" by trying to provoke what they see as "soft" targets. 2) Could be SOP from the Saul Alinsky and Cloward-Piven rulebooks where the left makes unholy alliances with them if they agree to stay out of "da hoods".
