You think the shooter knew any of his victims other than the congresswoman? He was shooting anything in his vision...randomly. He didn’t have a clue who they were ...and didn’t care...including the judge!

"Shooting at random people" is different from "shooting randomly". However, he wasn't wandering about the shopping center shooting at just anybody ~ his targets were clustered at a tent.

He shot them all quite methodically and deliberately.
