Just put up a 3 strand electrified barbed wire fence right on the border, a 1/4 mile moat stocked with FL gators, piranha or whatever would survive, a mine field and strict enforcement utilizing Helicopter gun ships of the VN era to keep the building of bridges and/or dams in check.
You start the moat south of Imperial Beach, built on a grade and you have a decent supply of water for it.
Fences are for woosies. Friend of mine on his paid vacation in Saigon noted the Turks stuck a nail thru the head of a looter and hoisted his body up on a pole, just sayin.
As soon as we accept the idea that it is ok to shoot the interlopers on sight, and put that into practice, they will stop.
