Runways are numbered by their bearing on a compass. Like 19L would be a 19 degree head to go right down the middle.

Not really. Rwy 19 would be on a heading of 190.

So they are merely re-labeling the runway? In your example, the new designation would be either "13L" or "25L"...

So, when the ATC assigns the runway with that designation, the heading is corrected -- right?
