I doubt if there has been more than a handful of movies or TV shows made in the last 30 years which don’t violate one or more of that laws’ ideas.

“Violate”? Movies and TV are protected under the First Amendment. Much as I loathe the kind of programming themes you’re referring to, they are protected speech. What I would like is to see them put out of business by lack of audience. Change the culture and the vox publica, you change the propaganda.
