They Have! Article 125 of the UCMJ
“(a) Any person subject to this chapter who engages in unnatural carnal copulation with another person of the same or opposite sex or with an animal is guilty of sodomy. Penetration, however slight, is sufficient to complete the offense.
(b) Any person found guilty of sodomy shall by punished as a court-martial may direct.”

“unnatural carnal copulation” according to the UCMJ covers anal or oral sex, even, as you point out; with a member of the opposite sex.
So yes, getting a blow job or performing cunnilingus with an opposite sex partner is punishable under the UCMJ.
While in the USAF I engaged in the above activity as much as possible. Hope nobody will think less of my service because of it. ;)
