Looks like a headline misdirect to me. The article actually says that Boehner is "sharing power" with others in the R caucus. Particularly getting the newer people into the process and distributing the control, as opposed to micromanaging, which only works for a time.

As we all know, headlines are written to shock rather than to inform. That's how they get people to pick up the paper, after all....
