You'll NEVER see a woman on the pier loading stores...or "manning" a buffer. However, I have served with a LOAD of good women in the Navy. Most of them.

Ultimately the Navy is composed of technicians/engineers and managers. My understanding is that an E1 doesn't even chip paint and pour red lead anymore, that's all done by civilians in the yards or along the pier. Could be wrong, but that's the way I heard it:)
