My understanding of a (state name) National Guard is that they are under the control of the (state name) Governor and when the President wishes to order them to do something, the President first requests that the (state name) Governor release them to permit their commander accept a command from the President.

The president can simply Federalize the state National guard.


On June 11, 1963, Wallace, surrounded by Alabama state troopers, confronted and blocked Assistant U.S. Attorney General Nicholas Katzenbach and the African American students from entering the university.
President Kennedy had to federalize the National Guard and send them to the campus to assist with the integration process.
Wallace did eventually step aside and allow the students to register.
