Just remarket the old light bulbs and personal heating devices. And put a warning on them that says DO NOT USE AS A LIGHT SOURCE.
That should help you get around the laws :-)

Where am I to get replacement incandescent bulbs for my child's Easy Bake oven? I don't imagine fluorescent bulbs would work.
