Link only. A short article showing the history of the Senate on ATF appointments. The Senate must confirm an appointment to the head of the ATF since 2006. None have been confirmed by the Senate since that time.
Andrew Traver has a history of being hostile to Second Amendment rights and the Senate has not confirmed him.
Even if he gets a recess appointment, he has to be confirmed by the Senate when they re-convene. Keep the pressure on to reject Traver!

I understand it differently. If Taver gets a recess appointment, he can serve out the remainder of Obama's first term without consent of the Senate.
And you would be correct.
The way to prevent that is to keep the Congress open.

It’s been done before, and without anything terrible happening. Just leave a few people there doing much of nothing, only being present gaveling open a session and then closing it.
The point it, they hang around and the Congress is never out completely.
I think a Better approach would be for the HOUSE to Immediately Remove ALL FUNDING for any Agency That is the recipient of a RECESS APPOINTMENT. If Obama want’s to skirt the Rules with recess appointments after the Senate Rejects, then turnabout is fair play.
