This nearly happened to me on the Southwest Freeway when I was driving from West University to Fluor in Sugar Land. Some subcompact car was behind me running wig-wags - except it looked like the dude was playing with some switches since the timing did not look right. I did not pull over for the vehicle, but kept going.
About the same time, some gangbangers on the East Side had some jackets with FBI, DEA, and stuff like that making forced entry robberies, figuring if they acted like cops their victims would not resist.
I was told by HPD at the time that I was correct not to pull over for such a vehicle. That was during a brief time when some professionalism was coming back to HPD. Then Lee P. Brown became mayor, and that useless POS Bradford became chief.
